Rain showers have started in Tembisa, with some residents still planning to cast their ballots later this afternoon and evening.

The weather could affect turnout, particularly in the Madelukufa informal settlement where residents are said to be frustrated with poor service delivery.

At the United Congregational Church of Southern Africa voting station, more than 2,000 voters are registered, many of them young people.

Long queues formed earlier in the day, but by the afternoon, there were more IEC officials than voters at the station.

The Madelukufa area is surrounded by shacks, with piles of rubbish scattered through the settlement.

31-year-old Moloko said she had initially decided not to vote, but changed her mind because she is frustrated about living in a shack for so long.

Refiloe, who is 41, said she has not lost hope of one day owning an RDP house, despite having lived in the settlement for more than four decades.

Residents said that the municipality's decision to provide electricity to their shacks is one of the few changes they have seen; however, they say that this is not enough.
